The fifth male civilian outfit is not featured in the game at all. It can only be attained through cheat device.
It is a short-sleeved white shirt with a dark-blue sweater vest over it. It also comes with black jeans and white running shoes. It is somewhat similar to another civilian.
Perhaps he would have run for his life in Streets as with the civilian featured in Streets.
