Bond must collect several circuit boards in mission Silo in order to complete an objective. Because of his finding, it can be assumed that, the rockets themselves contain the GoldenEye satellites, rather then nuclear bombs.
Due to a bug in the game, if the player accidentally throws a Plastique on it during the mission and then picks up the circuit board, the game can crash the next time the player throws a Plastique.
